Federal Fair Housing Act

Under the Federal Fair Housing Act (Title VIII of the Civil Rights Act of 1968), it is illegal to discriminate in the sale, rental, or financing of housing based on:

  • National Origin

  • Religion

  • Sex (including gender identity and sexual orientation)

  • Familial Status (e.g., having children)

  • Disability

These protections apply to most housing providers, including landlords, property managers, developers, and real estate agents.

Pennsylvania Human Relations Act (PHRA)

In addition to federal protections, the Pennsylvania Human Relations Act offers expanded protections, making it illegal to discriminate in housing based on:

  • Age (40 and over)

  • Ancestry

  • Use of a guide or support animal due to disability

  • Having a relationship or association with a protected class

  • Retaliation for filing a discrimination complaint

The PHRA covers housing transactions such as rentals, sales, advertising, mortgage lending, and reasonable accommodations or modifications for individuals with disabilities.
